Is there a difference between a GSA Schedule and a Federal Supply Schedule (FSS)?

The GSA Schedule is also referred to as the Federal Supply Schedule and Multiple Award Schedule.

How many times per year can a Schedule contractor increase Schedule contract prices?

Prior to award of your GSA contract, you will negotiate your standard Equitable Price Adjustment. GSA maintains a standard of no more than a 10% price increase per category item yearly unless otherwise justified.

What is a digital certificate and how does a company demonstrate they have one?

A digital certificate verifies a company’s identity and enables them to electronically sign documents in eOffer and eMod. As of March 8, 2021, contractors now use FAS ID to log into eOffer and eMod and no longer need digital certificates for the GSA Schedule program. This results in a cost savings and time savings for industry partners. Do I need FAS ID when I have IdenTrust? Can I cancel IdenTrust?

How does Executive Order 14005 affect the guidelines for getting on the GSA Schedule?

GSA fully supports Executive Order 14005 to advance the policy that the U.S. government should “use terms and conditions of Federal financial assistance awards and Federal procurements to maximize the use of goods, products, and materials produced, and services offered in, the United States.” Under the Multiple Award Schedule (MAS) Program, industry partners sell their commercial goods and services directly to government agencies. GSA works with our industry partners to make sure they are compliant with basic federal regulations and policies and offer goods and services at fair and reasonable prices.

What is FAS Schedule Sales Query Plus (SSQ+)?

The FAS Schedule Sales Query Plus (SSQ+) Dashboard is designed to provide GSA suppliers with the data they want and need. SSQ+ depicts sales in both report and dashboard format. Find out more on Data to Decisions.

How long does it take to obtain a GSA Schedule contract?

The time to obtain a GSA Schedule contract varies. The average time is 3-6 months. The GSA Information Technology Category (ITC) FASt Lane program shortens the processing time by half.

If my GSA Schedule contract is canceled because of not meeting the $25,000 sales requirement, can I reapply?

Contact the Contracting Officer responsible for your contract to determine the time frame to reapply. Due to COVID-19, there is currently a temporary moratorium on cancelling contracts for no or low sales.

Can a business apply for a GSA Schedule contract if they've been in business less than two years?

Yes, under the Springboard Program. Contact S70Springboard@gsa.gov.

Where can I find information on how to demonstrate past performance?

What type of documentation demonstrates financial responsibility in the Startup Springboard program?

Profit and loss statements, bank reference letters, and irrevocable letters of credit are documents which can be provided to support a favorable determination of financial responsibility. Do all GSA Schedule contracts go through a public Request For Proposals and bid process?

GSA Schedule procurements go through GSA eBuy and SAM.gov.

Who in my company should take the Pathways to Success training?

GSA requires that a company officer (e.g., Pres., VP, CEO, etc.) take the Pathways to Success training. Contact pathwaytosuccess@gsa.gov for assistance.

Does the MAS Roadmap apply to Schedule 621 I?

The MAS New Offeror Roadmap does not apply to Schedule 621 I, Professional and Allied Healthcare Staffing Services. That is a VA Schedule. Contact the VA FSS help desk at 708-7886-7737 or helpdesk.ammhinfss@va.gov.

Where can I find information on the waiver of experience and annual financial statement requirements under the Multiple Award Schedule (MAS)?

Under what circumstances is a subcontracting plan necessary?

See the Federal Acquisition Regulation (FAR) Part 19.705-2 for guidance on determining the need for a subcontracting plan.

Does work performed as a subcontractor count toward GSA Schedule sales?

Only prime contracting sales from your awarded GSA Schedule contract count toward the sales criteria. See Clause I-FSS-639-Contract Sales Criteria.

What does the term "socioeconomic" mean?

Certain categories of small businesses are eligible for contracting set-asides. These categories of small businesses have status in one or more of the following socioeconomic categories: 8(a) business development program, small disadvantaged business, Historically Underutilized Business Zone (HUBZone) small business, Service-disabled Veteran-owned small business, Women-owned small business (WOSB), and Economically Disadvantaged Women-Owned small business (EDWOSB). See the Federal Acquisition Regulation (FAR) Part 26 for information on other socioeconomic programs.

How can I certify my business as a woman-owned small business?

Visit certify.sba.gov for guidance on women-owned small business certification.

Can a government customer require more than one socioeconomic category in a solicitation?

A firm can have more than socioeconomic status; however, it is not required.

Is minority-owned business a socioeconomic category?

Visit the SBA Minority-owned business website for information on assistance available for minority-owned small businesses.

Is a HUBZone and WOSB GWAC, similar to VETS or 8a STARS, being developed?

Information on Governmentwide Acquisition Contracts (GWACs) can be found on the GSA GWAC page and the GSA Interact Small Business GWAC Community of Interest page.

How do I complete a SAM.gov registration and Small Business Administration (SBA) profile?

Once you complete your SAM.gov registration, the system will ask if you want to complete your SBA small business profile. This data will automatically populate in the SBA database.

How can I find a GSA Schedule or a GSA Schedule contractor for a specific product or service?

Use GSA eLibrary to search for GSA Schedules and GSA Schedule vendors by NAICS. See the U.S. Census Bureau's website to search NAICS.

Where can I find data on Federal procurement spending?

USASpending.gov is the official open data source of federal spending information.

How can a company be successful without having a GSA Schedule?

Consider the SBA Mentor-Protege Program and joint ventures. Do more extensive research on agencies that utilize the GSA Schedule. Expand your search of federal agencies. Market your product or service to state and local agencies.

Are all GSA Schedule customer requirements vetted through SAM.gov?

There is a vetting process to be registered on SAM.gov. There is a different vetting process for a GSA Schedule contractor.

Can my company act as a liaison with GSA to assist vendors with applying for a GSA Schedule?

Currently, GSA does not have a process to become an approved liaison to assist vendors in applying for a GSA Schedule.

Traveler reimbursement is based on the location of the work activities and not the accommodations, unless lodging is not available at the work activity, then the agency may authorize the rate where lodging is obtained.

Unless otherwise specified, the per diem locality is defined as "all locations within, or entirely surrounded by, the corporate limits of the key city, including independent entities located within those boundaries."

Per diem localities with county definitions shall include"all locations within, or entirely surrounded by, the corporate limits of the key city as well as the boundaries of the listed counties, including independent entities located within the boundaries of the key city and the listed counties (unless otherwise listed separately)."

When a military installation or Government - related facility(whether or not specifically named) is located partially within more than one city or county boundary, the applicable per diem rate for the entire installation or facility is the higher of the rates which apply to the cities and / or counties, even though part(s) of such activities may be located outside the defined per diem locality.
